Middle Power Strategy in the Age of Artificial Intelligence is a forthcoming edited book under contract with Routledge. The book examines how middle powers respond to artificial intelligence as a domain of geopolitical competition, technological dependence, industrial policy, and governance. Moving beyond the usual focus on the United States, China, and the European Union, the volume asks how states below the great-power scale develop AI capabilities, manage dependence, position themselves between competing technology blocs, and shape emerging governance debates.

The book brings together country chapters on Australia, Canada, the United Arab Emirates, Türkiye, Saudi Arabia, India, Brazil, and the Netherlands. Across these cases, it develops a comparative framework centered on capability development, domain focus, geopolitical positioning, and governance approach. The volume argues that middle powers are constrained by asymmetric access to compute, data, semiconductors, platforms, and infrastructure. Their strategies shape how AI diffuses, how technological dependence is managed, and how much room states retain for political and economic autonomy in the AI age.
